Well the so called locals are really not "locals". They're welfare imports from other counties. When their welfare runs out, they just move to Oswego. Oswego is where they give welfare to those who just drop in. But the real people in need are told to sell their cars before they can be eligible for welfare. You tell me I don't have a clue.
